The songs can be added back into the game via mods OR by downgrading your Vice City to V1. If you're playing on a PS2 release or v1.0 Vice City exe then you'll have the original songs. The game was patched to remove the songs from the game, even if you purchased it at the time of release if you're playing on Steam or an updated PC CD-Rom version then you don't have the music.
